On July 24, 2013, Mayor of Tbilisi Gigi Ugulava issued a special zone permit to build a hotel on a piece of land located at 68 Chavchavadze Avenue, Tbilisi. In September, Tbilisi Architecture Service approved an architectural project by Graali LLC and issued a permit.
